Shepherd Papers consists of ten ledger books and three folders related to his work as a salesman, two folders and eight day books from his work as the general deputy collector of the Internal Revenue Service for the Southern division. Seven folders are of a personal nature and consist primarily of postcards, bank receipts and lifelong resident of northwestern North Carolina. Most ledgers are partially empty. | |

John Thomas Shepherd (1880-1921) was a salesman, general deputy collector of the Internal Revenue Service for the Southern division or a "revenuer" agent, and lifelong resident of northwestern North Carolina. Shepherd was born to Noah and Elizabeth Williams Shepherd. The children of he and his wife Fannie included Richard F., Ina, Thomas, Hallie, and Bennett. They resided in Trancow, a small community in Ashe County, North Carolina. Their. He suffered from typhoid fever during the end of 1913. In 1913, he resigned from the I.R.S. and accepted the position of traveling salesman with the Morrison-Ricker Manufacturing Company, of Grinnell, Iowa. His territory included North Carolina, South Carolina and Virginia.
The John T. Shepherd Papers documents several aspects of life in northwestern North Carolina. It contains documents relavent to the struggle between illicit whiskey manufacturers ("moonshiners") and the I.R.S. ("revenuers"). Included are a list of known moonshiners, correspondence between various I.R.S. agents such as W.F. Hendrix, receipts from legitimate whiskey manufacturers and discussions of Wilkes County revenuer Patrick Elmore Dancy. Materials cover a geographic range from Florida to Virginia. Separated newspapers contain articles regarding Shepherd's service to the I.R.S. Also examine correspondence files in the Personal Series.
Appalachian partisan politics are described, from a Democrat perspective. Western North Carolina is considered to have been a stronghold of Lincoln Republicans during this time period and this correspondence illustrates the divisive nature of Ashe County politics. Letters to R. Dougherty and other North Carolina politicans provide insight into the Taft presidential race and local Ashe County elections during the 1910s. Included is a letter requesting federal assistance in a White Slave Law violation. Also examine correspondence files in the Personal Series.
Also available within the Business Series are materials regarding Shepherd's career as a wholesale salemen. Receipt books and ledgers illustrate Shepherd's geographical and merchandize range.
The Personal Series includes correspondence, bank records, unidentified family photographs, post office records. A large portion of the correspondence is in postcard format. Some business letters are mixed in.
