In 1928 the Roanoke Life Saving and First Aid Crew, Inc. organized a volunteer program for first aid and life saving in Roanoke, Virginia. Organized by men from the Norfolk and Western Railway in May 25, 1928, the crew originally focused on water safety and assistance of drowned victims. The City Council financially supported the crew and by 1930, the American Red Cross chartered the crew. In 1935, the Virginia Association of Rescue Squads was organized under the Roanoke Crew. In 1940, the polio epidemic spread into western Virginia and the Crew raised enough money to purchase three iron lungs.
