Cooperative Agreement Appalachian State University Libraries and East Tennessee State University Libraries

This agreement, effective September 1, 1997, is entered into by and between The Appalachian State University (ASU) and East Tennessee State University (ETSU) for the purposes of establishing terms and conditions under which ASU and ETSU will make certain library resources available for use by authorized students, faculty, or staff of the respective institutions.

AGREED

  1. This agreement shall become effective on September 1, 1997, and shall continue in effect indefinitely unless terminated by either party upon thirty (30) days written notice.
  2. ASU agrees:
    • To make borrowing privileges available to students, faculty, and staff of ETSU who are authorized by a Responsibility Form to use library borrowing privileges for materials from ASU Libraries. Borrowing privileges are for books in the circulating collections. Services that will not be provided by ASU Libraries under this agreement include, but are not limited to: loans of periodicals, microforms, audiovisual or reserve materials; online searches; or interlibrary loans.
    • To grant access within the ASU Libraries to all books, reference materials, audiovisual materials, periodicals, and microform materials.
    • To accept financial responsibility for the return of borrowed materials, and pay ETSU for lost materials or other outstanding obligations arising under this agreement upon receipt of statement from ETSU pursuant to the charges and fines schedule set forth in Appendix B to this agreement.
  3. ETSU agrees:
    • To make borrowing privileges available to students, faculty, and staff of ASU who are authorized by ASU to use library borrowing privileges for materials from ASU Libraries. Borrowing privileges are for books in the circulating collections. Services that will not be provided by ETSU Libraries under this agreement include, but are not limited to: loans of periodicals, microforms, audiovisual or reserve materials; online searches; or interlibrary loans.
    • To grant access within the ETSU Libraries to all books, reference materials, audiovisual materials, periodicals, and microform materials.
    • To accept financial responsibility for the return of borrowed materials, and pay ASU for lost materials or other outstanding obligations arising under this agreement upon receipt of statement from ASU pursuant to the charges and fines schedule set forth in Appendix A to this agreement.
  4. Either institution may revoke the borrowing privileges of any faculty, staff, or student of either institution upon written notice.

APPENDIX A

Borrowing Library Materials from Appalachian State University

To provide wider access to information sources, East Tennessee State University may offer its students, faculty, and staff personal borrowing privileges at Appalachian State University Libraries. This borrowing agreement is initiated by completing a Responsibility Form with an authorized signature.

The following conditions apply:

  1. A current ETSU ID card must be presented to borrow ASU materials.
  2. Borrowing regulations from the ASU libraries include:
    • Three week loan period for circulating books, except for circulating Appalachian Collection materials which are loaned for two weeks; no periodicals, reserve, or audiovisual loans.
    • Books are subject to immediate recall. The date due will be modified to ten days from the date of recall.
    • Fines will be computed at the rate of $ .20 per day, to a maximum of $10 per item.
    • Failure to return books results in a bill for replacement, which includes a $20 processing fee, and an average cost of the book charged to the borrower.
    • A borrower is blocked from borrowing additional library materials when a fine or other outstanding obligation of $5 has accumulated.
    • Privileges expire on the date indicated on the Responsibility Form, not to exceed one year, unless revoked at an earlier date.
  3. Continued assessment of overdue fines will result in the suspension of borrowing privileges at ASU Libraries and sanctions authorized by ETSU policies.

APPENDIX B

Borrowing Library Materials from East Tennessee State University

To provide wider access to information sources, Appalachian State University may offer its students, faculty, and staff personal borrowing privileges at ETSU Libraries. This borrowing agreement is initiated by completing a Responsibility Form with an authorized signature.

The following conditions apply:

  1. No fee is charged for the borrower's card.
  2. Borrowing regulations from the ETSU libraries include:
    • Two week loan period for circulating books; no periodicals, reserve, or Instructional Media Center loans.
    • A limit of five items may be charged to a borrower at any given time.
    • Books are subject to immediate recall. The date due will be modified to seven days from the date of recall.
    • Fines will be computed at the rate of $ .25 per day, to a maximum of $10 per item.
    • Failure to return books results in a bill for replacement, which includes a $10 processing fee, $10 maximum fine, and an average cost of the book charged to the borrower.
    • A borrower is blocked from borrowing additional library materials when any fine or other outstanding obligation has accumulated.
    • Borrowers' cards are not transferable and will be required for charging materials.
    • Privileges expire on the date indicated on the Responsibility Form, not to exceed one year, unless revoked at an earlier date.
  3. Continued assessment of overdue fines will result in the suspension of borrowing privileges at ETSU Libraries and sanctions authorized by ASU policies.
